MYSTERY OBJECT

Since this object was found near an administrative center and knowing how bureaucrats like to keep track of all and all things ( population, taxes, goods traded, goods owed, inventories, banking, salaries, etc..)this may be a scribing tool for writing, as we know for this particular time, on clay tablets or animal skins.
